Traditionally, it is the groom and the groomsmen’s responsibility to choose their suits. However, you might like to offer some guidelines so they don't clash with you and your bridesmaids on the day. For example you could give your man a strip of fabric from your bridesmaids gowns so that colours can be coordinated.
It is the groomsman’s responsibility to pay for the hire or purchase themselves. However, as a special gesture, you might like to help them out with this cost yourselves.
Remember these are the traditional roles and responsibilities, you can shake them round as much as you like.
